Limit not reached, don't want to pay

Hi

I had cervical implants on the! 3 Sept 2013, I got preauthorisation. I asked telephonically if I was covered for the 2 implants and was told I was.
Now Discovery only want to pay for 1 implant, saying they need to now send it to the Review team.
As this is such an expensive procedure, surely you do this before the operation.
I have hospital plan, I was told that is was covered, now the hospital has billed me for R20 000.
I have phoned Discovery numerous times since the 20 Sept, it is now the 25 Nov and still no one gets back to me.
What kind of insurance company are you?
You are now adding financial stress. Please can someone sort this out. I was told I was only authorized for 1 but was told originally by the provider that I mustn't worry I was covered for 2 implants. The limit is R43 000 /-
