From the R150 advertised eye test to R400!

I had an eye test done on 18 Feb under the understanding that the advertised price was R150 or R120.
But then when I received the quote for the frames decided not to order and thought that would be the end of it.
Much to my surprise I received a bill for R400 from them together with a written warning today (18 August,
Sunday) that the account will be handed over.

Firstly this is the first account received and secondly how do you get from the advertised amount to R400?

Please explain yourself.
