Why no updates for devices in South Africa?

I bought a galaxy tab 7 plus (P6200) about a year ago and it is still running the same Honeycomb software. There as been a ICS and Jellybean update globally and still South Africa did not receive any of these updates. Do you not bring these updates here because you don't care about your South African users? Should we be content with running old software? I have an apple iphone and the updates for this is received instantly, even here in South Africa

I contacted the Samsung center several times about this and all they can respond with is that there is not a newer version. Where I was once a avid this has changed my mind.
