Limited Warranty

I received a Lenovo Ideatab from my father, after his trip to the USA. Upon switching it on, it went into a continuous loop of installing/setting-up Windows. Phoned Lenovo who said I should take it to one of their service partners. The partner now phone saying I should pay R430 for re-installing of software, as the software's not covered under the warranty. I phoned Lenovo to double check, and apparently there's a limited warranty for tablets brought in another country.

What I would like to know is, how can I pay to have Windows re-installed on a new Tablet, which should come pre-installed on the device.
