Registration document for written off vehicle

I bought a second hand car through wesbank finance from Hyndai Roodepoort on the 19th December 2012, it was and involved in an accident and written off on the 24th December 2013, I have a lodged a claim with my insurance, they are ready to settle wesbank but they waiting for the registration documents from Hyndai Roodepoort, the car was still registered under the previous owner. The dealer is passing the bug to the licencing department, my insurance requested these registration documents 3 weeks bak. Wesbank is still debiting my account until the insurance has settled. I dont think hyndai roodepoort dealership is pushing the licencing dept hard enough.
