De-registration of my vehicle, BAD attitude and

I had a vihicle accident on16 May 2012 using my vehicle that was financed by wesbank. Dial direct didnt want to pay my claim after they advised wesbank that my car was a write off. After that wesbank contacted me asking if they should De register and I requested them not to de-register my car because I will settle them. Now I have settled them, when requesting them to facilitate the change of ownership they told me that it was de-registered by instruction of Earnest Pillay on 10 October 2013. And that I have pay for re-registration as they can not assist me further. Shivaksha Naidoo was very rude and has terrible customer service and should never deal with other human beings. Goulow Collin was very assistive and has excellent customer service. Im very frustrated and now stuck with a vehicle fit to be used on national roads and I cannot use it because its not registered. At the traffic department im am the previous owner and it is registered under someones name. Please assist as I am going through depression because of this matter and I cannot even work for my family due to stress.
