PAIDUP LETTER FOR REGISTERING VEHICLE

I bought my vehicle in 1995 through Wesbank, Welkom, OFS. Paid it up in full 13.09.1996. A paidup letter was never given to me, but they wrote on the registration cert "Titel oorgedra. Rek afgelos13.09.96 and signed with a Wesbank Bloemfontein stamp. I moved from Welkom to Saldanha Feb 2012 and had trouble with the local Licensing Dept. for vehicle not being on my name. On 28 Feb 2012 I spoke to somebody at Wesbank and he promised to send the Paidup letter which I never received. However the Lisencing dept changed my registration no to CFG. On 5 July 2013 I sold this vehicle and when I wanted to give Change of ownership the Licensing Dept refused as the vehicle was still on Wesbank name. The dealer then phoned Wesbank and then the promisses started. They wanted R37 for Courier charges. This was paid in. Every 2nd day after myself and the dealer phoned to enquire but everytime had to speak to someone elseelling same storiy over. 12, July Stacy Sauerman promised will be Monday. 15 Jul Reshika promised to EMAIL imm. Still waiting. Now dealer wants his money back and I used it to buy other car. What now? PLEASE HELP
