Double charge at Budget due to incompetent workers

My sister and I rented a car with Budget from the 7th of December till the 11th December in Gauteng. When we went to collect our car, I gave them my credit card. The lady at the desk (time of this was about 5:40pm) took my card for about 5 seconds, then gave it back to me and said they cannot use my card as I am not the one who will be driving. She then took my sister's card, swiped it, etc and the amount came off straight away off her card. We were told that on returning the vehicle this amount would be refunded into her account. This morning I receive an sms to say X amount has been returned onto my credit car by Budget. I of course am confused as my credit card was not used, well that's what I thought!!! I went online onto my account and Budget had taken off the money from my credit card! I had not signed for this at all!! My sister has still not received her money back onto her Cheque card! when we rang them this morning they said no one can help us till Tuesday and that the money taken off my sister's card, will only be refunded in a month's time. This is unacceptable, we should not have been charged twice. We now have to wait till Tuesday to get this sorted.
