Traffic offense with trade-in vehicle

I traded my vehicle in on 31 January 2013 for a new vehicle at Hyundai Menlyn.
Somebody from the dealership drove with my old car exceeding the speed limit on 20 February. That fine is on my name.
Hyundai Menlyn failed to remove the vehicle from my name.
I have been asking since 30 July for this fine to be removed from my name, all to no avail.
Some emails are not answered, some are sent with a promise of immediate action, still nothing.
The fine is still on my name.
This is abuse of a trade in vehicle.
