Incompetent service cente

My car has recently gone out of warrenty. I have a problem with the starter motor in my car. This is a problem that occured while the car was still well under warrenty. I have taken the car back to the Multifranchise in Boksburg repeatedly but the problem was never resolved. After a number of visits and complaining I was shown that the record on the car states that the ignition had been replaced and that they had never replaced the starter on the car to begin with. The service manager there was able to get Tata to replace the starter on the car and that I am thankful for, however this morning (30 September 2013) when I arrived at the multifranchise to have the starter replaced I was told that the Starter (R500) would be replaced free of charge but that the labour fee (R580) would not be covered. If the car had been under warranty this fee would be covered.
The problem first occured while the vechile was in warranty, and now I have to fork out the additional R580 to have the starter replaced because the technicians at the service center are not competent enough to see that it is a starter problem and not an ignition problem.
