No Response from DHL

Hi

My Sister in Cape Town has had a parcel sent to her from her Son in Italy. She got a message from DHL to say the parcel cannot release it without a permit as it is second hand goods. She has tried to get hold of the company ITAC to get a permit, but cannot and she can get no joy out of DHL. I would like to know, firstly, why is a permit needed for second hand goods and secondly, why are we not getting any response from these people when we phone or send them contacts over the Internet. I have tried this with both ITAC and DHL.

Is DHL keeping these second hand goods for themselves?
