RIP OFF!!! Chipped windscreen costs R4500

I rented a car from europcar and I specifically asked for full insurance so as not to have any unforeseen costs. I took out FULL cover and FULL damage cover, subsequently tyre and windscreen cover is separate to FULL damage cover. My signature is on the contract and the small print states I did not have windscreen and tyre cover, so understandably that is my fault for not reading it properly before signing so I accept liability. However the chip to the windscreen was so small it barely covered the area of a finger nail and would cost exactly R250 to fix at PG Autoglass. I was rushed R4500 for alittle mark on the windscreen which could have been fixed for a few hundred bucks, these rental excesses are daylight. They can't tell me that the whole windscreen has to be replaced over something so small, never mind the impact on the Environment, that is absurd! or worse... they fix it for R250 and then charge the client R4500.What I do not understand is that my receipt shows under damage waiver ACCEPTED SUPER COVER.and the invoice for the chipped windscreen states damage Liability-super R3900 Plus an administration fee of R600. Why was I not covered if I asked for full cove
