Car bought with spare key, but can't get spare key

I bought a Kia Cerato in 2012 from Imperial Select, Pretoria Central. I was told that they have a spare key for the car, and will give it to me. I had to take the car back several times to have scratches removed and have it polished, which in any event was not done correctly, and after the fourth time, I decided to leave it and drive it as it was. I did not get the spare key as promised, and sort of forgot about it. Unfortunately the key I had got damaged last week, as a result of which the car would not start, and I had to arrange for it to be towed away. this happened last week Wednesday. I contacted Imperial Select on Thursday, and they promised to find out where the spare key is, and let me know. Until today, despite various calls and emails sent to them, I still do not have the spare key. A new key will cost me R2750. I am not prepared to pay that amount for a spare key which was supposed to be included when I bought the vehicle. What more must I do to get the spare key from Imperial Select? In the mean time I am battling to get to work and back, because I can't take my car as I don't have a key for it. I will have to rent a car, and who will be responsible?
