Where's the lock on my sparewheel I've paid for?

I discovered that there's no lock on my Fortuner's spare wheel which I've bought a while ago. I reported it to Vaal Toyota and they are full of excuses. They offered to pay me my money back, since it was definitely their fault. It's been two weeks, and I am still waiting...
