Restaurant not open for business after booking

I had made a reservation for 2 on Friday, 17 January for 16h00. I had spoken to 3 individuals to find out if there will be availability and it was confirmed. I arrived at the restaurant and thought the service would most likely be quick since there were 2 customers there. We waited for someone to come to us to give us a menu however nobody came. The waiter was on the phone, made eye contact with me a couple of times then looked away. After a few more minutes of waiting, I went to the kitchen staff since they were the only ones I could identify as staff and was surprised to see them all sitting and chatting.

I asked them if there was anyone that could assist and they pointed to the waited that was still on the phone. I asked if there was anyone ELSE to assist and they said not at that moment as there were only 2 waiters and the other was not in. I had already paid for parking for an hour at this point and it was evident that we weren't going to get served as the kitchen staff said they were not informed of any bookings. We left. The waiter was still on the phone.
