Y launch a promotion if you will not comply to it

I ordered food from Debonairs Rivonia today. The order was late by 1H00 and then i was told that if i do not pay for it they will take it back.

Why is there a promotion running "40 minutes or free" withing 5 km radius if they do not comply to it.
It was 1h00 late and 3.8 km away
Out whole company orders from debonairs and will not order again.
I will take this further as i do not mind paying if it was within the 40 minutes.

Very very bad service!!!
