"We don't know how"

I recently had to change to jobs due to personal circumstances; unfortunately the new job does not pay as much as the previous job and I can no longer afford the car financed by Wesbank. I tried to sell the car but the current book value is far less than the amount owed to Wesbank.
I phoned Wesbank a couple of times since last year October trying to arrange something but they transfer me from the one number to the other and no one can help me.
I told them that I am willing to pay the difference owed in instalments but they tell me that I must get a loan first to cover the difference.
No bank wants to give me a loan as they see this massive car payment I have to pay every month and my salary not being sufficient to pay.
I even sent them a mail requesting to cancel my contract as I wish to voluntary surrender my car, though the reply mail said I will get a response I am still waiting.
Wesbank's motto states "We know how" though from my experience they don't know how!
I can't believe that they don't have a process in place for people who find themselves in similar circumstances than me.
