AF failing to serve: "Vision for our people"???

I was suppose to be refunded the deductions for study fees which were deducted by error. Bernice confirmed that there were not suppose to deduct and will refund by 23/02/2013 and they have not. I worked for AF and resigned, my last day was 28/02/2013, I have tried to resolve the matter before my last day, Bernice did not respond to my mails and she showed lack of interest and accountability, The study results were sent to her on time (on 06/12/2012) by email as per the agreement.
The fault is on AF side, I therefore see NO VALID REASON to take the fault, I cannot be held responsible for the delays, errors or mistakes or lack on AF part.? AF deducted all the monies for my studies that I didn't work back BUT THEY ARE NOT WILLING TO REFUND??? Your Vision to serve is not being fulfilled and there has not been any justification on the matter. PROMISES should be in action not only in paper? It seems Bernice has forgotten she has committed to strive to deliver to AF clients with greater Simplicity, and Expert innovative solutions?
Please advise by when can you arrange for payments?? How are you refunding? ITS ALMOST 2 MONTHS this is due.
