Retained bank cards

On Sunday (3rd March 2013), I went to the ABSA ATM at Zambesi Junction to draw money. After I inserted my card in the ATM, and submitted all the details, it gave a message "Your card has been retained". I then inserted my other bank card and it happened again. I phoned the number for faulty ATM's and the guy said there is nothing wrong with the ATM and that there is something wrong with my account. He transferred me to the stop card division, and that person told me that there is nothing wrong with my account but it is the ATM and that that specific ATM has retained 10 cards for the day. He gave me a reference number - ABSA ref: 027984 02-03-2013-2013-03-02-17-36 and said that I have to go to a branch to get new cards. I then went today (5 March 2013) to the Sinoville branch to obtain new cards. They were very helpful issueing cards, but when I asked the question "Who is paying for the new cards", they said that I am liable for it. This is unacceptable!! It is not my fault that the ATM malfunction. Why must the customer be held responsible for paying the issueing of new cards, if it is not the customers fault?? After 22 years being at the bank, I am shocked with ABSA.
