Waiting for a month for a delivery

I made an application on the 1st of February which was approved immediately for a cellphone contract through FNB call centre & I was told that the device will be delivered within 15 working days. I then made a follow up call with the callcentre when the time frame expired and was told that I would have my device within 7 working days. He apologised for the delay & assured me it will be sorted out. Now, on the 27th of February, I still do not have the device and on calling the call centre again, I am told the exact same story that Brandon told me by a lady named Leila and now I am also told that I need to make another follow up call on Friday??
Should it really take a month to recieve an order when you take 10minutes to approve it & promise 15 days initially?

So disappointed, I am even considering cancelling the whole thing. Your service is poo
