Hail damage claim-no response

My house was damaged by hail at the end of November 2013 and a claim was lodged on 2/12/2013 (claim number 2493428). After numerous calls to the call-centre, an assessor (contractor) was sent to my house to assess the damaged and a quote was subsequently submitted on 12/12/2013 and the home insurance is yet to respond. I have made 100 calls to Absa call centres since then. Every time one will be told, "the quote is above my delegation of authority, I will forward it to my manager for approval" but nothing gets done and no feedback. I have requested to speak to the people responsible for approvals, but noo, I'm not allowed, we will pass the message on your behalf and they will comeback to you within 48hrs. It has been over two months since I lodged the claim with no feedback. WORST SERVICE EVER, It feels like my family and I are now living in a R5000 a month shack... Any idea on how I can get ABSA to attend to my claim?
