92 year old's Credit Card Not Delivered

A 92 year old spent 6 weeks in hospital Nov/Dec. Her credit card was while she was asleep. We cancelled it for her, she can no longer walk unaided. I obtained a general power of attorney and on 13 Dec went to Rondebosch Branch to order her new card. Bank does not accept power of attorney but promised to go to her home with new card on 19 Dec. Ref no RM13121213154- promised to phone before hand, they have both her number and my mobile number
To date no card or contact has been made. I called 0113692800 this morning I spoke to Ntombi who could see no ref to ordering of card. I asked to speak to supervisor, I held on for about 10 min, she came back and said supervisor was on phone held on for another 10 min, Ntombi said everyone was busy on phone. I gave her my number and 'Matthew' was to call back. that has not happenned. This 92 year old needs to be able to have access to her card to pay rates account, buy food etc. Gardens Centre Cape Town is where she goes in a wheel chair. There is no longer an FNB branch. If the bank does not accept power of attorney drawn up by an attorney, and does not send their own representative, what are we supposed to do next? A big thumbs down
