Not happy with your service

I applied for a new loan (tHIS IS NOW THE SECOND TIME), And it was approved according to the branch. I have signed my pre agreement and mailed it back. I have still not heard anything from you. When I phone your head office, I GET TOLD THAT IT IS LOCKED AT THE BRANCH, AND WHEN I CALL THE BRANCH THEY KEEP TELLING ME THAT THEY WILL GET BACK TO ME
