Taking time to send me Paid up letter!

I have paid my vehicle loan on the 07/01/13, callled on the 08th but my payment was not reflecting yet even though i received an sms saying that they have received my proof of payment they will contact me after 122hours.

I called on 09th to check if the payment is reflecting, the consultant can see that it is allocated on the account. But it is not closed, so she needs to send a request to another department to close it and it will take 3xdays.

Now i must wait another 3xdays to get the account closed, but i must call again and get my paid up letter because they not going to send it.

I mean why do we pay a vehicle account in full, and the account does not get closed, you do not even get a paid up letter immediately unless you call to request it? What is going on with this bank? Worst service ever, now i must keep on waisting my telephone bill for something they suppose to do... Why one account be sent to different department to attend to it, and if client does not call..nothing is going to be done!!
