Living a horrific experience

I have been on debt review for the past 3-4 years. standard bank claims they sent a registered mail to debt busters on 24 October to say they have removed me off the debt review I have to be re-instated. Neither debt busters or i have been notified. without anyones consent standard bank took out R 17 800 from my account on 29 November. Standard bank special recoveries centre wanted a 17.1 form which was sent to them on friday, they say the form received is dated back to 2008. They want an updated form, but they cannot guarantee reversal of funds, I am now sitting with no money as i have not made any provisions for this deduction from my account. i need urgent assist and no one at standard bank can assist. If there was any issues, they should have contacted me and the debt review people to increase the monthly payments, not take it upon themselves to take out money without my consent. I am willing to pay standard bank directly
