3-5 Working Days... What a joke!!!

I have applied for an FNB Credit Card on the28th November 2013. I sent through all the documents required immediately and they told me I'll have an answer in 3-5 working days. Every time I phoned the answer was that they are busy with finalization or awaiting card division. On Friday they said I'll have the answer yesterday and when I phoned they said today. When I phoned this morning to hear if it's been approved she told me she'll give it through to her supervisor and I'll have an answer tomorrow. This is unacceptable as it's already been 11 working days. When someone applies for a credit card or a loan it means they need the money a.s.a.p.
My husband also awaits FNB to phone him back to help him switch banks (as advertised by FNB) and this is also been about 2 weeks. Is FNB really that good of a bank???
