Why do we pay homeowners insurance

I put in a claim for my roof that is leaking due to the heavy rains and hail that we had and my claim got rejected as lack of maintenance, I do not understand as we bought the house and we have maintained the roof, we occasionally go on the roof and check that all the sheets are securely bolted and whenever we have to secure a bolt down as a precaution we patch the bolt and we paint rubber sealant over the area, to me that is classified as maintenance.
I phoned through this morning and I requested that the lady send me a report so I could take it up with the ombudsman, this call took place at around 9:00 I am still awaiting the email.
I find it unacceptable that I pay homeowners every month without a complaint but when it comes time to put in a claim it gets rejected on lack of maintenance.
