Mobile Contract

I have communicated with the person of extention 0875777233 for almost a months to activate my sim card. My sim was activated, but no minutes and data bundles were recieved. I have followed up with the person and He told me, He has sent the message to cellc and He will send me the feedback and last time I managed to get hold of him, which is four weeks back, He told me I will get feedback by end of business.
I am not going to pay the contract until, I get what I should. Image, I have been paying since June and is now end October. And if I don't get this by end of the month, I am changing my banking details.
