Charged R195 for an ABSA cheque car, no card

After complaining on the 25 Oct 13 at ABSA - since I've not receiving a bank cheque chip card after 4 weeks, after ordering it - just to discovered, 26 October 2013 I've been charged R 195 for my new card which I've never received (as stated in my bank statement)???
More so - I also discovered that they incorrectly link my cheque account to a closed off credit card which I am sitting now with a credit on a closed off account. This comes after being assured by the manager (Rene Benn) on the 25 Oct 13 that my accounts will be sorted and all the transactions will be updated correctly. Please help
