CREDIT CUSTOMER ASSIST

I've applied for a credit customer assist on the 25th of September 2013 due to financial challenges requesting for consolidation, when you apply the email response will say your application will take 15 days, when I called in the first time they say they are busy processing it, I called again on the 23 Sept and they told they are still busy with August application, I'm just wondering what this 15 days for?
