Bad service - not forwarding clearance certificate

I was handed over to Pholosa by Cell C for not paying an account. It was not even my fault because I have ended the contract but Cell C still wanted the monthly subscription. I paid my account of R712, 88 to Pholosa immediately on 3 Oct 13 and faxed them the proof of payment. When I confirmed that they received my proof of payment the lady ensured my that they will mail me a clearance certificate in order to take out another celphone contract. This would happen within 7 - 14 days. I have received 3 sms's up till now that they received my query and everytime I phone they tell me that it will be mailed to me due to their fax machines out of order. I phoned on Wed 16 Oct again and they ensured me that I will have my clearance certificate by yesterday 22 Oct. Still nothing!!! This is very bad service. This company was immediately paid by me, even without me knowing that I was handed over. I don't know who was suppose to inform me - Cell C or Pholosa???
