Impossible to get vehicle registration papers

I paid off my car in 2010 and requested the registration papers from ABSA .On receipt I went to the post office to finalize matters and after waiting in the queue for 5 hours, I was told that there was an error on the papers and I had to take it back to ABSA. There is a 21day period during which the paperwork should be finalised after receipt and this happened on the 21st day. It was an extremely busy period at work for me and I totally forgot to follow it up. Only now, when I want to sell the car, have I realised that I do not have papers. I phoned ABSA and spoke to Lee Anne and explained everything as above. I phoned again to find out if she received my fax and docs which she requested. She told me that the feedback she got from that department was that the papers had been sent to me in 2010. She was stating the obvious as that is exactly what I said right from the beginning! Apparently I must now show proof that there was something wrong with the papers that they had sent me in 2010 and explain what was wrong. I cannot remember the details, but WHAT DOES IT MATTER? Bottom line is I need the papers and they must provide them. Why is it necessary to make life difficult for the client?
