Impossible to get vehicle papers from ABSA AVAF

I just cannot get my vehicle papers from ABSA. I call the 0860 669669 number, and after going through all the prompts eventually speak to a consultant, my 1st request on the 16th Sept 2013 seemed promising, I spoke to Nicole, was told the request was being processed, and was even given a time frame when the papers would be delivered to our Boksburg branch and given a reference number: 8851469.
I was also told I would be contacted if there were issues. A month later upon following up, I am told there is no papers meaning they were sent. The Boksburg branch claims to have never received them. Both insist I must speak to the other party to sort this out, so I am being shunted from pillar to post.
The reference number given is absolutely useless as no one usese it for anything!
There was even some story of the papers being requested in 2011... But this Sept is my 1st request!
I am very frustrated as the vehicle is sold, and I am just given the run around.
What it the correct ombudsman to lay a complaint?
