Incompetent smart phone division

ALmost 10 day now since I took a smartphone contract from FNB bank. Still cannot tell me what SIMCARD is what and SIMCARD still not activated. I have now been on the phone using my airtime trying to sort this problem out. When i speak to a consultant they promise they would sort this out, but it never happens
