Sim card not working

I Ordered a Ipad a few months ago. I took the package where the sim card is also part of the package. The simcard doesnt work and werent ever activated. I took the simcard to the surtain supplier and they said that simcard arent even on their system as an exicting simcard. Im paying for this package and its been 6 or 7 months Im paying and never received an data bundle of 150mb a month. So that is about 1.5gigs I lost so far. I had to get my own simcard to be able to use the ipad.
