Claim that has been open since January the 3rd

My cellphone was so I was asked to provide them with the necessary documentation, I provided them with the documentation and then my claim was declined because my phone from an unattended vehicle. I then told them I couldn't have know that as I don't have the insurance policy as we speak. Then the come back to me and say that my claim has been approved how ever I need to pay R970 as access (for a cellphone!) I emailed them back to advise that I wont pay that figure as the access fee was never mentioned to me before (I was advised about the fee on the 9th January 2013). Today is the 24th January 2013 and I still don't know what is going. How does this work please can someone explain this to me.
