Registered to get Credit report using my details

I applied to take out a contract with Vodacom to the value of R189p/m x 24 Months and the application was declined...
I called to find out the reason why it was declined and was given a number for me to contact and I got through to TransUnion Credit Bureau, I was told it was not for them to decide whether I get credit or not, they just hand over a report to their clients.
I asked for my credit report and the consultant asked me some security questions and he told me I had registered but all the details I'm providing don't match. mail address, contact numbers and Address used to register are not any of my personal or even of my previous employer. (bearing in mind I just heard of this company today)
I then took to the website to confirm it was true I attempted to get a free report using my ID number and got the error that I'm registered then proceeded to click forgot password just to see where this leads to..
then was prompted to fill in my surname and ID number and next I'm asked a security question "my pets name" and I'm registered... I want to know who registered to get my credit report and what are steps taken to verify that its the actual person who is registering??
