Deeply dissatisfied with customer 'service'

It is sad that I have to resort to a forum such as this in the hope that I may get an answer to a simple question that I have reagrding the rules of the retirement fund in which I am invested.
I have been trying in vain since last year October (three months!) to get a response. I phoned, phoned again, and phoned some more, with the contact center promising me that somebody would get back to me. Earlier this month I phoned again and asked the agent to please get someone to respond the same day. Amazingly I did indeed recieve an email response, but based on the response, clearly the (presumably) junior admininistrator had not understood my question (which is really so, so simple). And besides not answering my query, the response came across as rather unhelpful and dismissive.

I am hoping that by voicing this complaint that a suitably knowledgable manager will phone me so that I can clarify my question if necessary and get a trust-worthy answer.
