You need to pay for something you cant use

I received my very first credit card with Virgin money on Friday 16 August 2013. i gave them all the details and documents required. after calling them several times because i would like to know when i will be receiving my pin, i was told AGAIN they need the documents AGAIN for another department... my card isnt active yet and already i'm un happy. i cancelled my card and i will rather go to another bank before considering them AGAIN. why should i pay for a credit card if i cant even use it???
