Who do i need to be inorder to get a refund

I paid off my credit card, FULLY and closed the account, but the bank debited my account month end and 2 weeks later i am still begging for my refund. everytime i call they tell me that they do not know when they will cliose the account and i will receive the refund which is annoying and disturbing since thier service is pretty quick when they want customers
