Billing of a service which I am not allowed to use

Good Day
Standard Bank decided on my behalf that they no longer want me to use a stand alone Garage Card. My account has been closed since the end of last year and i have been paying the amount outstanding off. I made my last payment this month and to my greatest delight I have been charged a R200 account fee!!! I don't understand how they can possibly charge this! I am not allowed to use my account as they don't want to keep the product, but yet I'm charge a years service fee! When i question it (several times) i get told that they will credit the amount as there is no other amounts due on my account. When i phone to check today the R200 is still payable from my side. I think the service is really poor and I will definitely be looking to changing banks to a bank that is willing to provide me with a service for which I will happily pay and not the other way round!
