Can't change personal loan debit orde

Hi, I need to change my p/l debit order date from the 20th to the 28th as I no longer get paid on the 20th, I contacted telephone, personal loans call centre (they reffered me to collections), I fail to understand how this can't be done in 2013. I was able to change my bond account (I even received emailed confirmation about change, well done to home loans), I confirmed telephonically if avaf and card division can do it and they can do it telephonically why cant personal loans?? I then went into branch (Oakdene-The Glen) and they also can't change it - I was informed that they have to submit docs through to the admin centre (via fax) this was done in the begining of December, debit went of on the 20th, I went back again in Jan (explaind situation again and I was re-assured that this will be done) on the 20th of Jan debit went off again. There is too much hand-offs involved (this should be stream lined, mandate should be given to call centre and branch, can someone please assist? why do we always have to logg complaints before getting service.
