Disappointed with one of the largest banks in SA

I am writing on behalf of my 80yr old step-dad, who has been with Standard Bank for more than 30yrs. Three week ago to a Standard Bank ATM in Riverlea to withdraw R1000. However the money did not come out of the ATM, but the withdrawal reflected on his account. He immediately phoned Standard Bank and they said that it would take 3/4 days for them to pay the money back into his account. However after the 5th day the money was still not in his account so, he went into a Standard Bank branch in Industria to sort this out. He e explained his issue to a consultant, who then told him that due to the number of cases, Standard Bank will not be reimbursing him. My stepfather did not argue, he accepted the women's explanation and left. When I was informed about what had happened, I could not help but feel total disgust as to how the consultant handled the matter. I know of many people who have experienced the same issue but in their cases the money was paid back into their accounts. Thus I had to ask myself: is it because my stepfather was old and the consultant assumed he would not put up a fuss? I would appreciate it if someone from Standard Bank could contact my stepdad URGENTLY.
