Cancellation of policy

I went to Old Mutual office in Harrison street in Johannesburg city center, i first went there before 1pm and i told the receptionist what i wanted to do she then told me to come back at 2h30pm becasue there was no one to help me, i went there at 2h30pm as advised i told the receptionist what i wanted to do, he directed me to cubicle number 2, when i got there there lady told me she couldn't help the person that could help me were on lunch. i asked her how long are their lunch breaks because this person has been away since before 1pm and its now after 2h30 they still not around, she couldn't answer me. how come there are 10 cubicles but only one person does cancellations of policies, what if they get knocked down by a bus, what's going to happen?
when you go to the Old Mutual website theres no online complaint option they want us to write a letter of fax, thats making difficult to compalin for their poor customer service. they have just given me more reasons to cancel the policy. haven't they ever heard of multiskilling???
