No response to a withdrawal from my a/c

I noticed at the end of March that a mail order purchase from HOMEMARK had been deducted from my cheque account without my authorization.. (see below mail);

"I've been waiting for 4 weeks for a refund on the below transaction. Can you
please see that the issue is resolved IMMEDIATELY>
2013-03-01 CHEQUE CARD PURCHASE M*HOMEMARK MO 5222502460922806 9926 R 3.50- R 2, 995.01- "

I contacted Standard bank for a refund of the funds involved. My request was transferred to their department who informed me that the matter would be resolved in 21 days.
I am still waiting for a response from the department. (6 wweks later).
