Difficulty in closing account

Diners Club makes it very difficult to close an account with them.
I went through such a demanding process of phone calls, faxes and emails to finally get it done and it took so long that Diners Club had managed to charge me their annual fee. In January 2013 I instructed Diners Club to close my account and reverse the annual fee. After several such requests they closed my account on 26 March but did not reverse the fee. My cards expired in January this year and I have not used my cards at all this year, nor did I accept delivery of the replacement cards.
Their updated fee schedule was only sent to me with a statement dated 17 December 2012 and which I received in January 2013. Yet their new fees are listed on my next statement with a date of 01/01.
They require a written request to close the account but are not able to receive faxes from overseas.
Lastly, despite my requests for feedback, they never got back. As a result there was no way of knowing whether they received my request or not. Even when they did close my account on 26/03/2013, I didnt know until I called them on 04/05/2013.
I now requested them to reverse the fees. Lets see how many posts this will take to resolve.
