Held on for 12 minutes and still no answer!!

Good day. I am trying to get through to the credit card division. I dialled 012 3173000 and selected option 4 in order to speak to a consultant. I held on for 12 minutes and eventually put the phone down. How is it possible that an agent is still not available after 12 minutes!!!
