Taking out policy on my behalf without me knowing

About 20 months ago I bought a second hand car from a dealer. The dealer added car insurance & after a few days I got a cheaper quote from Mutual & Federal. I accepted the second quote before cancelling my current insured policy. After signing the second contract; I faxed the necessary documentation and also cancelled the 1st policy & gave my reason why. Then I went to Absa to confirm that a second debit order should not go of from the 1st institute for the next month. All is well for the next year and 8 months (meaning that the debit order from Mutual went of each month & my car was insured). On the 30th of April 2013 I received a letter from Absa stating that I must send them proof that the car is insured (After 1 year and 8 months of cancelling the first!) & that failure to comply after 30 days of the date indicated on the letter (05 March 2013, I received the letter on 30 April 2013!) they will take out a policy on my behalf. I never agreed to any terms and conditions, had no prior knowledge, had not received a call what so ever. So know I paid R757.57 extra to Hollard today & my current R480 from Mutual due! Is this legal? I would have complied had I received it on time
