Waiting 4 weeks to have a phone

I took out a contract for the Samsung S4 as it was a good deal 1G data p/m. Firstly the staff try to talk me out of the contract. Secondly it took 2 weeks for the number to be ported only after I phoned the porting department and they informed me that the branch never resubmitted the port appl. Thirdly the phone was faulty and I took it back within 7 days. 10 days later I phoned the branch and they said the phone is not there. I phoned the services centre and they said that there is a lock on the phone and they sent the phone to the branch.(7 days ago) Phoned the branch and they don't have the phone. Back and forth and I still have no phone. Its been a month, I am paying for a phone that I don't have. Other providers gives you a new phone immediately. I am seriously considering cancelling my contract. I have NEVER in 13 year had such at Vodacom. I am waiting for the regional manager to phone me after the manager at the branch said she had done what she can. I phoned CELL C head office and I got transferred to the wrong department and cut off.
