Cant get refund

On the 5th February by mistake I paid Wesbank through my internet banking instead of one of my suppliers.
I have paid this money into an account that is already paid up.
I immediately contacted my bank being Nedbank to do a recall.
I have now received a notification from Nedbank that they were unable to recall the transaction as the beneficiary's bank being FNB have advised that they could not get the necessary authorisation from the beneficiary being Wesbank.
Now whether Nedbank and FNB could not be bothered to follow through with my request as it was too much effort or Wesbank are just holding onto my money I do not know but to try and find the right person to speak to at Wesbank is almost impossible so I am starting with the company that has my money and maybe I can get it back.
